Can a person from another country that is here?

on a tourist visa apply for a change of status (i.e. permanent green card)? Or a work visa?

    You can't convert B1/2 or to Green Card or Work Visa in US

    The only way I know to change a visa from a tourist visa to a green card is through marriage to a US citizen. The American spouse, would then need to file for adjustment of status for the immigrant.

    And it is possible and legal for a person to come over on a visa waiver/tourist visa and interview and apply for employment. But in order for the visa to be processed and go through, the immigrant would need to go back to home country then complete the process.

    First, individuals do not apply for work visas. Employers apply for them for their employees. So no, nobody can apply for a work visa.

    Second, looking for work while on a tourist visa is a violation of the terms and conditions of the visa.

    Third, there would have to be a basis to apply for a green card.... "I'm here and I want one" isn't enough. For instance, marriage to a US citizen or an immigration petition filed by a member of the immediate family who is a US citizen.
