My best guess is he may be trying to tell you something... like maybe he's hungry, or at least maybe he just wants to know that the food is available (even if he's not going to eat it). We had a cat who was very vocal like that who just seemed to do that at very little things. For example he'd become very vocal if certain doors were closed, if the food wasn't down, if it's too noisy, if he wants to play with something in particular. What type of cat do you have? And has he been doing this all his life or has this become a recent thing? If it's recent, I'd also try to figure out what's changed that might make him so fussy.

I guess this depends on the YEOWL that he doing. Is it his I'm bored, I'm hungry, I want outside.. All of mine chatter but they all have specific reasons they talk. Two scream because they want outside, the runt yells because she can't find me in the house. I can ignore the yells to go outside and they eventually find something else to do. Its possible he is just a talker but if he is yeowling loud he wants something. You are gonna have to figure out what that is.

My cat chesire likes to "talk" to us too. But sometimes shell come into the hallway outside my bedroom and just yowl. Usually i come out and bring her to bed with us and spend a few minutes cuddling with her. This usually relaxes her and she goes back to sleep. Maybe he just wants attention, my mothers cat also does this.

He's really a man stuck inside a cat's body, he's been trying to tell you all along and giving you clues. Why hadn't you noticed yet?
Give him lots of kisses and he'll turn back into a human. :)

I think you may need to 'bite the bullet'. At his age, I believe you have discovered his personality. The best thing to do is to try to interpret his 'vocals'. As long as there is nothing physically bothering him, he is merely attempting to participate in the family discussions !!

have you check with the vet?? is he in pain??
if you sure he's not, then just ignore him, then he'll learn that meowing won't get him any attention, never let him get what he's asking for after meowing, only when he's quite, try to use ear plugs it helps
