    Not in the way I think you mean it.

    There was presidential reconstruction, supported by Lincoln, that wanted to put the country back together as quickly as possible.

    When the Congressional (or "Radical") phase of Reconstruction commenced in 1867, the criteria became more stringent and states had to accept several new federal requirements for readmission. The Radical Republican Congress sought to safeguard the rights and liberties of African-Americans, and for a time, it succeeded at least in part.

    Two different questions.

    President Lincoln could be considered a radical republican because he wanted to change the status of the country at that time. Compare what the previous administration was attempting and what he was attempting.

    As far as any post-civil war presidents are concerned, look for how many presidents were trying to change things.
