my brother says he cracked his toes?
and now his foot and ankle are swollen... is that possible

um. well i crack my toes as disgusting as that may sound. sorry, haha. does he like pop them like he might do to his knuckles or actually like crack them as in breaking them? it might be possible but i'm not that sure :/ sorry!
and it would seem like his toes would be swollen not his ankle. i think his foot could be swollen as well. but most likely, not his ankles. the best thing you could do is ice it and rest it. then if it gets worse or more painful, see a doctor :)
