Because that is what he is all about. That is what his constituents want him to do... then they will complain about how the "evil" companies closed shop and moved away to get out from under the oppressive taxes and regulations (that are inevitable) and cry to the government to "help them" allowing the government to become larger and thus having more people dependant upon it.. which will eventually enslave the entire population.
