ちび is a slang, which means ''litlle, short, tiny". it's insulting if you call someone ちび. it's a little rough expression, but no problem only when you call your own cat.
ちびちゃん is ちび plus an afffectionate suffix ちゃん. it's a rather mild expression.
おちびちゃん is a polite prefix お plus ちび plus ちゃn. coming to this it sounds a little playful.
i've never heard anything but these for a name concerning "bitty, tiny, little". there are many words which means "bitty", while you can use a few as a name. literally "bitty baby" is ちいさな赤ちゃん chiisana akachan. but it's kind of written word and we never call a baby ちいさな赤ちゃん face to face.
