Why am i stuck on level 20?

I have played just over 103hrs of Fallout 3 on my xbox,but abt 20 hrs ago i didnt move past level 20????,does anyone know whats the story?

    Yup, Level 20 is the highest you can go.

    maybe 20 is the last level or you have to do something special to get past the certain level

    if you get the broken steel expansion you can get to level 30
