Is it dominance behavior?

My tonikese kitten, 8 months old, occasionally likes to play with the blind cords or go on top of places she does not belong on. I try to correct this behavior by firmly saying "NO"!!! She responds by meowing back and approaches me. IF i say "NO" again she will continue to walk toward me and meow like she is answering back. This will continue until she has the last Meow! Is she trying to dominate me? How can i stop this?

Update:

When i say "NO", its in a firm slightly louder voice! To indicate she should not be doing that.

    No id say she wasn't trying to dominate you she just likes to explore and play with things. Just keep using no to things she dose wrong and when shje dose something right pet her and give her attention.

    she is not trying to be dominant. when you "meow" she responds. so, walk over and take her away from where she isnt supposed to be. place her in a pet carry crate, or some where to call time out. this could be another room, where there isnt anything she can get into... where ever. it will stop very soon

    She's answering you. I can say almost any word to my cat in a normal voice and she will always answer back. I used the No! technique to train my cat. You have to say it loudly and sharply. It worked for me.

    Hey, it's just how cats are. However, latest researches have shown that cats have some sort of understanding of how to manipulate human beings to their benefits.
