Since someone reported a damaged vehicle and someone stumbling around, all the police had to do was run the plates on the damaged vehicle in the parkinglot. When they ran the plates, they found out your name and exacly where you live. The police were then concerned for your safety, which is totally justified. If you were stumbling around as your neighbour suggested, you could have fallen or bumped your head. The police are allowed to enter a house if they are concerned for the inhabitants.
