Is the following sentence using a semicolon correctly?
All refused to be afraid of what frightened them most; whether it was a Marlin, a new school, or a new world.

No, that's not correct.
A semicolon is used to connect two independent clauses together. Both halves of the sentence would need to be able to stand alone separately for the semicolon to be correct. Can you walk up to a random person on the street and say "whether it was a Marlin, a new school, or a new world." and walk away and they'll understand what you mean? Because the answer is no, that sentence doesn't work with a semicolon.
