I have several ferrel cats and they keep breeding. Is there any where in Ohio that provides free spay or neuter for cats. The female is on her second litter.

Definately contact an anima shelter and ask for a referral to a Trap, Neuter, Release organization. Many times the org will provide a trap and the medical services as long as you're willing to care for the cats for the duration of their lives.
Don't try handling these cats, as you said they're feral. Definately don't try trapping & moving them somewhere else because more will breed in an attempt to over-compensate for missing members of their population.
