Politics, I think. Cuba has not exactly been friendly over the years, and there are a lot of angry Cuban exiles in Florida, a swing state, making it politically hazardous for any party to move too quickly to thaw relations.

Because Cuba stills holds Political prisoners. If they release the political prisoners then the embargo would be lifted. But Fidel Castro is set on keeping other political parties out of his way. If you run against him in the "elections" you end up in jail for life. There are quite a few people in prison because of that.
His brother is likely to free the political prisoners as soon as Fidel dies, thus lifting the trade and travel embargo. Fidel doesnt want Cuban Americans to return to Cuba in fear that they might tell of how nice America is, thus fueling resentment. However, Castro`s public reasoning is that he doesnt not want Cuban Americans to bring the Swine flu into Cuba

One major way it would help would be to get American cars in Cuba. They are still driving cars rom the 50`s and 60`s. Can you imagine the increase in sales if GM and Ford got into Cuba?

He has to make nice with the U S and his own people
It's against the law for Cubans to own a boat or for that matter to even be on a boat without permission It;s against the law for Cubans to eat lobsters as they are for the tourist
