Genomics is the study of the genome or the genetic code. Proteomics is the study of the protein sequences that arises from the genome. (Yes, protien is coded from RNA but knowing the DNA sequence allows you to decipher the RNA sequence and hence the protein sequence) Protein engineering is creating proteins. Both proteomic and protein engineering arise from genomics.
