Where can I find some nice, affordable wedding flats?
I think the question says it all. I'm having trouble finding shoes I like, let alone affordable ones I like.
Affordable for me, means around the range of $50.
Short heals would be okay as well. Just needs to be suitable for an outdoor wedding.

I was looking for flats as well and came across these. They are really confortable...I found them for $74.95 with free shipping. I know it's a little above your budget, but they're so pretty and elegant!

It will be extremely difficult to stay within a $3000 budget, but I'm sure you already knew this. That being said, perhaps see about a nice park or forest preserve in your area, get some white plastic table cloths and the little table cloth clips to keep them from blowing away. Since you said you and your fiance aren't fancy people, no one said a wedding HAS to be a FORMAL event. Have some creative liberties with it to fit your budget. If your family loves certain foods, have a pot-luck style wedding where each guest makes a dish and brings it to share with everybody. You will definitely have enough food that way and keep costs way down. Save your money for things like paper for the invitations, your wedding dress if you want to get one, and a nice cake and possibly a photographer if you care to remember this special day. Just make sure there's a gazebo type covering wherever you go so if it's cold or raining, your guests won't be stuck outside soaking wet and freezing. For music, just bring a laptop and speakers. Again, not very formal, but at least you can do it in the location you want to and stick close to your budget. Good luck and congrats.

I got mine in Little India (Toronto). Try an ethnic area. They sometimes have fancier/jazzier shoes than other areas and usually at a deal. I got 2 pairs (low heels and flats) for a total of $60 CAD.

Do the show switch out .. elegant high heels for the wedding, and then for the reception wear something comfortable. I wore slippers, my daughter wore flip flops. We danced the night away.

Target usually has cute inexpensive flats. The issue might be color choice.
