Thats a tough one, but I suppose the best for crowd control would have to be the Engineer.
This is mainly because the Engineer has the ability to create Attack Drones, which distract the enemy and makes them focus on that rather than you, allowing your team to concentrate fire on the opponent. Not to mention their ability to manipulate machines and shields.
Normally I'd say a biotic class like the Adept is literally built to hold the enemy back, but I have found that they are heavily brought down in ME2, simply because biotic abilites do nothing to armored opponents, and rarely affect the Harbringer.
I find that having one engineer (support) lowers the enemies movement range while I sneak and snipe (Infiltrator). For full fledged attack, I send Grunt aka bullet tank to pressure them to fall.
