why aren't my arms bigger?

this makes me angry, i have tried working out for years and it never works. i do about 3 sets and 10 reps of 22 pounds for my biceps, for my triceps i do 3 sets of dips, ten a little fast, ten slow, ten a little fast. for my forearms i just do whatever i can find that seems like it works the muscle cause i can't really find anything, 3 sets like always and about 15 reps. i also do 3 sets of 10 reps for my shoulders about 15 pounds.

inbetween sets i wait about 30-45 seconds

after a workout i drink muscle milk for protein

i don't know how long this has been, 3 or 4 weeks but i have yet to see any difference in my body structure, i still look skinny. i don't know what to do anymore.

Update:

by the way i don't want my arms to be "toned" i guess the word is. i want bigger muscle and bigger arms.

Update 2:

i make sure the weight i do is a challenge, i can't do more then 10 reps if i do three sets with my biceps, sometimes i can't do it and i kinda tap it up with my other hand to get it all the way to my chest

    You are going to Have to Lift a bit more heavy Because it sounds Like your body is used to it and isn't being challenged, go heavier that usually works... but be careful

    You have to use weights that Hurt and can't do to many reps because this is challenging you and as soon as it heals and couple weeks you will see some difference.. : ) good Luck

    It takes time dude if you stick with it for 6 months you will see a HUGE improvement you start seeing results about 2months in
