Taking the verses out of context will always lead to confusion. This book of the Bible is about how the Lord (G d) raises up an army in Babylon, the Chaldeans who are used by God on an undisciplined and disobedient people.
It is not referring at all to Jesus.
In fact, the translation does not say, 'you will not die', but we will not die, referring to the inhabitants of Israel.
To answer the question, how can Jesus be God, is something completely different, and will take humility to accept that your interpreting skills are less than adequate. The bible cannot be taken verse for verse without any guidance from the Lord. He is the Author of this book which is a history of His relationship to all mankind. If you cannot accept that, you will also have many other lies in your life. When you are deceived, you will not know it though, because you are deceived!

Habakkuk 1:12 ACTUALLY says "Are You not from everlasting, O Lord my God, my Holy One? WE shall not die. O Lord, You have appointed them for judgment; O Rock, You have marked them for correction" (emphasis on "WE shall not die").
Yes, God is everlasting. Jesus, during the three days He was in the grave, did not cease to exist. He existed then as well as before the Beginning and will exist after the Judgment. Jesus is the everlasting God.
