If it is a type of music, it is music by definition. It is inherently music to be music. And if you a sound (or lack there of) is music, it's music. To say anything else is to be stuck. 20th century composers radically and successfully challenged the nature of music, and to define music as tonal or natural or anything else is reactionary.

Wire and String: It's 4'33" not 3'14" and I would argue that it is indeed music. The music is the sounds of the audience and of the environment. It's certainly controversial, though.

Sorry, but I'm of the opinion that all sound has the potential to be music, it's all about how we listen to it...

Justin Bieber is not music. It's just a little girl that was handed a microphone, and subsequently caused a complete loss of sanity in the music charts. A very bad decision in my opinion.
