What is the difference between billing patients and third party payers?

I know it but I need help wording it. I got to type it and unfortunately I am better at speaking it. Can you help?

    patients is first party payees third party payees would be supplemental insurances so if you bill patients goes directly to patient if you bill third party copy to patient copy and bill to third party
