it sounds fine for $100...but it's more important that you try it out and make sure it plays well and feels comfortable. and i disagree about an electric being a bad choice for a beginner, i don't really see why that would be true. i think electrics are easier on your hands, which would be good for a beginner.
a truss rod controls the tension in the neck...you adjust it to ensure the neck is straight.

It depends on many factors. Three single-coil pickups for $100 is pretty good. However, if they're lame pickups, you could be getting ripped off.
Volume/tone knob amounts is all a matter of opinion. I think that ratio is nice, and that's my opinion.
22 frets is average. Some metal guitars have 24 so you can have 2 full octaves on each string, but I use a 22 fret guitar.
I don't know much about different types of wood for guitar bodies/necks. 25.59" scale is also a matter of opinion. My guitar is a 24 3/4".
Finally, a truss rod is a metal rod that runs down the inside of the neck of the guitar that keeps it bowed right. If it manages to get stressed too much and the neck bends slightly, a truss rod adjustment can fix it with the turn of a hex-wrench.
All-in-all, it could be a great guitar, could be a piece of junk. Ask what kind it is(not just brand, but model) and look it up on Yahoo or Google and search for reviews as well. Only that way will you be able to make sure you're not being taken before buying.
