Should the police chief of Manila resign because of the failed rescue attempt in the Manila hostage crisis?

A deadly hostage crisis in Manila shocked the nation yesterday, Monday, when a former police who took a bus full of Hong Kong tourists hostage was killed along with nine people.

The public is outraged and some are blaming the police for their lack of experience and slow reaction to the events. What are your thoughts on the hostage crisis and how it was handled? Should the police chief resign or be fired for the mismanagement of the hostage crisis?

    YES he must for not able to ORCHESTRATE the entire police operation.

    1. The police or swat team overlapped each other in operation

    2. No visible command control

    3. Lacking in Israeli Mossad, Russia commando, US Navy Seal, China's PLA swiftness

    4. Lacking in night vision goggles

    5. The scene should be cordoned-off

    6. Media should be restricted and a total news black out should be implemented

    7. Lack of professional training of mandated assault team

    8. Must hear the grievance of Mendoza first, and give initial soft assurance "after all he is requesting

    reinstatement and a total review of his case". Pacify and hit hard if needed when all hostage are

    in safe hand.

    The television coverage did not help the case. Training and disciplines vary according to region and culture. The fact that they were dealing with an uncommon threat like a trained police officer may have affected the decisions of the people involved.

    The SWAT team appeared uncoordinated and unprepared in the face of the crisis. This is not to say I could do better or that it couldn't happen somewhere else just as badly. But the team announced their presence, there was no element of surprise, secrecy or tactical operation. Simply a very long, drawn out and delayed storming offence which was unsuccessful.

    There was also some question about whether the hostage taker was killed by sniper fire before the tactical unit entered the bus and fired bullets through the bus from the inside. This too made the people involved look bad as it appears they shot a civilian or civilians after the true crisis had ended.

    It is a sad end to a bad situation. I do not envy the police chief or his staff. It is honourable to resign in the face of such a failure but may not be necessary.

    Although it won't change much of what has already happened, I think that the police chief of Manila as well as the negotiator should resign. They failed to do their job.

    What's more, I think those members of the SWAT team who took response to the hostage drama should be re-trained. I felt annoyed during the course of the hostage crisis when the media was airing the scene and I could hear the policemen and the SWAT team laughing at the predicament and allowing people to crowd into the bus after the whole crisis was over.

    A review of the procedures and the training of the officers should be implemented. The Filipino officers did nothing but made a fool out of themselves. The onlookers also added to the problem.

    I also find the media accountable to what happened for providing intell (albeit saying they were only doing their job) to Mendoza during the whole ordeal.

    The lives lost could never be regained all we can do now is make sure that such an ordeal not happen again, and IF it does happen once more, that the police force, the SWAT, and all involved would know any better and would be more efficient in handling the situation.

    This was mishandled from the start. First the police did not clear the area around the bus. They let media and the public view the evenst from a distance. The fact that an innocent bystander was hit by a stray bullet is evidence that a secure perimeter was not established. Second, there was no clear plan on how to handle the negotiations. How is it possible that there is no trained hostage negotiator or trained psychologist that could communicate with the gunman. Third, did the PNP actually think that the gunman did not see them sneak up to the bus and surround it? And, lastly did they train to assault the bus by watching tom and jerry cartoons? Though i may be mistaken, i think i saw one police officer drop the axe he was using to break the front window into the bus then reach thru the front door to get it back. And how did i see this? The media was recording the whole situation.

    AFP, PNP should ask law enforcement and military from around the world to provide consultation and training. Then the Philippine government should equip their police and military with the appropriare tools to do their job. The sad part is that even if the government of the philippines purchased the right equipement a high ranking officer/official would profit by selling those tools on the black market.

    YES. Everything in their tactics have been old school. At first, they should have researched all the possible entry point of that bus and the what makes of the bus itself. There was an emergency door accessible from the outside. The glass door was not indestructible but a thick plastic envelopes the glass doors and window so striking it with would not make an entry point but a hole as wide as the hammering tool. Also, it seems that they had no concern for the people on board when they were the ones in distressed. The moment that there was a opening to take down the hostage taker during the early hours of the negotiations they should have taken it. The Police wasn't concern about the powers of modern communication that makes stuff like this a stage for the whole world to watch. Imagine this, if the police was able to control and end the drama with swift precision and no casualties, our country would have been receiving Praises and the mockery and insults that we are having could have been turned into dollars coming in from tourism. Waste the Police Chief.

    In the turnout of events I have evaluated three flaws.

    1. Police

    The police should have given actions on clearing out things that could disrupt the negotiation process. Like the media just to get a scope would agitate the situation. The hostage taker was watchin the news on television from the bus. And the alleged brother who carriers a gun should have been restrained earlier in calm way not make a fuss.

    2. Media

    The media should have been cautious about the sensitivity of the broadcast that they are televising. Again the hostage taker was watching the news from the televsion at the bus so he knows where his killers will be aiming. And he saw the alleged (police) brother being dragged away by the police.

    3. Negotiators

    The hostage taker just wanted simple demands. He did not want money (like most hostage takers do). What he demanded should have been given earlier. The man was already insane to commit such a grievious act. What can they just give him what he wants and when he's back in his proper mind, arrest the person and charge him again.

    But who is on top of the List? Number 1. They are the one who is supposed to be trained and know how to handle the situation. That really shows how pood our Police force is and how they are Trained and Educated. The whole world and our nation saw Irregularities and they can't hide that. Resignation? I Say Yes! Lives where taken away as the rain was pouring with lightning and thunder manifesting the wrath of the event.

    Its such a Shame just when our country is trying to put back its falling pieces.

    NO , the police chief shouldn't resign.

    Whether that is a misjudgment or not,1 incident should not be enough to force you down.

    In my opinion, the hostage taking was handled in the "most humane way" possible. If they just forced their way and attack, ALL of the hostages would have died. But they didn't force their way. Instead, they tried their best to negotiate for the lives of the hostages.

    In my opinion,The people who should be judge are these:

    -kibitzers(they made the work of the police a lot harder)

    -media(IF the media didn't cover this incident LIVE, things may have changed for the better. the police was actually handling the incident A ok.)

    -people who weren't the police , and who weren't

    (First of all, you weren't there. Just saying that the police did it the wrong way is a stab to the whole police force. You are not the police, and you weren't there. You don't know the feeling of a true hostage taking, and to be the one to call the shots.Of course , you are entitled to your own opinion, but your opinion should not affect another person in a negative way(like making the police chief resign.). But think of it like this: theoretically, it's like saying that if you are a good Starcraft/Warcraft( or any other RTS) player, makes you viable for the position of a commander/general in the army. You don't know what it's like to be in a true war.Likewise, theorizing how to handle a TRUE HOSTAGE TAKING without TRUE FIELD training does not make you any better.

    Be a policeman, or better yet be the police chief. That's the only way you can show that you would have performed any better in that circumstance.

    Im really disappointed with the media and all the fiasco they did on the television, showing the brother of the hostage taker being manhandled by the brainless PNP which lit the fuse and caused the hostage taker to go berserk. All they think about is the ratings, who gets the most viewers, who made the biggest news and so on..

    And the Philippine force, well they have really outdone their stupidity and moved to a lower level of incompetence. They looked like a bunch of brainless morons prancing around the bus and trying to look cool in the television while having "stupid" written all over their faces. I cannot forget the policeman who tried to throw a flash bang through a window and "FORTUNATELY" bounced back straight to his face hahaha!

    I really suggest that police force be trained again only because manpower is hard to find and then a public execution for the head of police and the commanding officers present at the crisis because because there is no cure for stupidity, better yet find a monkey and let the thing command the force.

    I say the blood is on the hands of the force and the media for poorly handling the crisis. Hostage taking is happening all over the world but it's only here you can see the extreme level of incompetence and stupidity of handling a crisis like this. Im disappointed, VERY DISAPPOINTED.

    Yes! but not only the CHIEF to be blame for the mismanagement of the hostage crisis but also the MEDIA covering the hostage taking. Remember that what trigger the hostage taker to go wild on firing the hostages is because of how police treated his brother and other relatives and this was being watch by him a few feet away from the bus. For 11 hrs they did not even think that there is a TV inside the bus and if they think so the media coverage should have been blocked. It's about time to really educate our police force and the media on how to handle this kind of situation.

    The police chief should not resign. He should be fired!! The way the operation was executed was stupid and dumb. There was no plan and they're all incompetent. As if they're assaulting a hideout rather than a bus with hostages. They're not prepared, no plan,don't know what to do. They didn't use their common sense if they have one.If you look at the scenes, they were a bunch of kindergartens and they were supposed to be SWAT? Good lord.They were mentally and physically unfit to do the job. They could not even use the sledge hammer strike more than 4 times at hinahapo na. Could not open the door by other means. No wonder everybody including those overseas who saw the whole thing is disgusted. is this our police force?There was no mentally fit ground commander and crisis manager. Where is mayor Lim and national officials? Si Isko and pina-manage?And for the sake of the hostages, could not it be ok to grant the hostage-taker his demands for the time? And I don't think the Pnoy did something much at all in this international event. What a waste of lives and the country's image.
