Wish I could give you a real solution but when it comes to game addicts, you just have to wait until they get bored of it.

Assuming everything you said is true it is time to talk to your parents. he should not be allowed to ditch his chores to play a video game. Your parents need to make it clear to him that if the behavior continues then perhaps the video game get taken away until he learns better. He is older and he should take responsibility for doing chores and housework. It is not a woman's place anymore. If he lives there he has to be responsible. You cannot change him without help from your parents. You have no authority over him or his behavior. Talk to your parents.

You need to hide the game while he is asleep or out of the house and then tell him he has to do all the housework and then you will tell him where it is. Be ready for a punch in the head though so run fast.

Your brother is being unfair, and I am a single father who raised a son that I allowed to play video games, but he had to do his chores first. Your brother is probably addicted to this game, not unlike others his age, and this is unfair. You probably better rat him out to your parents if you expect to resolve this, and if I was your Dad, I would disconnect him from the internet until he proved he was more responsible.
