when women use the restroom...?

It depends on the situation, but I have most often kept my pants at my ankles.

Extenuating circumstances:

If it is cold as the b***s on a brass monkey, I might pull my pants over my knees to keep from freezing to death. However, there is nothing to ameliorate the fact that the seat I have to sit on is cold.

If I am in a bathroom when someone might see me while I go to the bathroom (a stall with no door, or if I'm not allowed to lock the door because people must use the bathroom in an emergency--this excludes my boyfriend), then I'll slip my pants over my knees for modesty.

Really, though, there is nothing to see, because all of the business body parts in use are well-hidden. You would only see a little bikini hair and a little skin. Gravity helps. In fact, I wonder how a girl goes to the bathroom on a space station? Do we have to change our wet diapers, or is there something comparable to a mechanism for guys?

Not all women are the same, therefore some will lower their pants right down to their ankles while others will keep it up by their knees.

It's like asking someone whether they button their shirt all the way up or leave the collar open. Personal preference.

It all comes down to personal preference, I'd imagine. Some only take them to the knees, others to the ankles. In the end, who really cares?

I only use public restrooms when I absolutely have to, but when I do, I don't want the person in the stall next to me or the people outside of the stalls to see my panties.

When I use the washroom, especially public ones I keep my slacks up as high as I can. The thought behind this is, that I don't know how clean the floor is. There's some nasty stuff sometimes hitting those floors! Its not something a guy would typically think of. Funny observation though

I dont put my pants to my ankles just to my knees when I use the m,ens room. Only really really nerdy guys do the ankle thing...

Sometimes they fall down to the ankles. It depends. It's not something I think about.

My wife keeps her pants up to her knees.
