Well it's not really the Anime that's funny. It's just a parody of Dragonball, the people who are doing the voice overs have done other parodies using different Anime series.

The whole ep is a parody dedicated to dragon ball z LOL The smoke-addict guy had to go other planet (LOL) to find cigarettes.. Where did he go? To planet Hameck (sounds familiar?). He meets some green people there, and one thing leads to another, he had to fight Brieza and Zello to get the 7 slippery balls.

it sure is funny but I can't say it's the funniest because I haven't seen any parodies before (yeah, this is the first time I'm watching one, plus DBZ wasn't part of my childhood)
