My sister had the problem just like you for her two year old son, Basically its a tuff process but can be done,

firstly if dad has no interest in access than as long as proof can be hold he is not required as a guardian to the child,

However if dad does get visits and refuses then its a little tougher but you can talk to a solicitor on advice BUt this does take a while so dont go planning a holiday yet

For impartial Free Advice contact local CAB office, My sister is a single parent and got it done but it did take some time

In America, if they are still married she would still be able to take the children..but if they are married and separated she would prob need permission, in fear of kidnapping..if they are divorce same thing she would need permission from the father..

Uk might be different is there any way you can call the place where you get the passports? and ask questions
