Can my neigbor run his swimmingpool pump from 7:45am till 5pm?

The pump is anoyingly loud and situated at the furthest place from his house where he doesnt hear it which is near the property line by our house in an area where we like to sit and relax in the yard, but even in othe psrts of the house we can hear the continuous noise of the pump. This is in hawaii. I already tried to convince him to run it less or insulate the area.

    Why the Hell would he want a swimming pool at all, when he has the whole Pacific ocean to swim in. AND he wouldn't have to pay for the electricity bill to run that pump!!! Actually, 7.45 am - 5 pm is not considered QUIET time! Would you rather have that pump running all through the night? I have had two pools, and I had the pump on a timer, they would come on at certain times for a little while, then shut off. NOT running constantly all day! Why don't you ask him if he could space his running time? It sounds like he is at home all day, and doesn't realize how annoying that pump sounds!

    In most areas if the noise does not exceed 75 decibels it can run 24/7.}{

    What does your local noise ordnance state? That is what this would fall under.

    Contact City Hall for more information.

    *EDIT* - You might also want to invite him over for coffee and sit in that area so he can experience it himself. He may not even know that it is a bother for you.
