Unstable/untrained dogs. Regardless of breeds. But hey if you want to narrow it down - Small breeds. Most likely to be badly bred and thus with crap temperaments AND be untrained and spoiled. The only difference is bites from them usually don't get reported.

I would not believe any published statistics on this because minor bites are so seldom reported, especially if they do not break the skin. Given the number of unintentional breedings and the regrettable popularity of "designer dog" scams, I'm sure there are more bites from mixed-breed dogs than purebreds, just based on total numbers. The most meaningful number would be the proportion of dogs of a given breed that bite, not the total number of bites from dogs of that particular breed.
A handful of bites from a very rare breed would be a worse record than hundreds of bites from a commonly-owned breed.

"Chow Chows, Papillons, Old English Sheepdogs, Llasa Apso, Rottweilers, Chihuahuas, Toy Poodles, Dachshunds, Jack Russell Terriers, Giant Schnauzers, Cocker Spaniels, Pekingese, Miniature Pinschers"

Golden Retrievers are starting to creep up in that list. And some owners with smaller dogs don't even report bites because it "doesn't hurt as much as a pit bull" or whatever their reasoning is. I've been bitten more times by tiny dogs than I have by massive ones. The last dog to really bite me was a Golden Retriever.

You have to take in account how many are that breed vs other breeds
Of course theres gonna be more lab bites than pit bulls because their are way more labs out in the world than pit bulls
I wouldn't say a pit bull because they just don't bite you.. they will MAUL you
Pit bulls were bred to be killers and aggressive
Sorry if the truth hurts

It is not opinion based, it should be based on fact. That's why the wrong dogs get labeled from reported bites. Re-word your question.

I would have to say Doxie, Cocker or Chi. Those are always the most nippy at our rescue
