Someone serving in the military needs permission to work a second job, I doubt if bounty hunter would be approved (risk of injury, problems with the police etc)

I have never heard of a bounty hunter needing a police or law degree (maybe somewhere but generally a short course is all thats needed)

Usually it's millitary personell who become police officers or bounty hunters anyways. You definitely need to know the local laws inside and out but it should be able to be done without a police degree.

Most bounty hunters are convicted felons who want a job that allows them to abuse other people.

Be sure to check the laws of the state you are going to work in. The laws pertaining to bounty hunting vary greatly. From Oregon where bounty hunting is felony kidnapping to California where anything goes.

PLEASE PLEASE tell me you do NOT think that dog has a law degree................

a military person can not hold that job at the same time as being in the military but suppose they could look at it as an option once they get out.

According to the TV show, all you need is to look ridiculous and have an enormous capacity for publicity.
