Lots of countries in the EU. If you mean just EAW's then the percentage is small since only about 3,000 are currently active. But like I said lots of independent countries in EU and each issues warrants on their own.
Also the two systems of warrants can not be compared.
EAWs and in many EU countries warrants are issued only for felonies.
In the US in many states all non witnessed misdemeanors need a warrants before an officer can arrest.In the US warrants are most often issued for failure to appear in court after posting bond, not so in may EU countries.
Simply put you wish to compare apples to oranges just because there may be a type of orange called Gala and a type of apple also called Gala.
You need to think critically, not like a talk show host.
