Yes. The guy being interviewed knew how to speak English. It was just cheap theatrics on the Immigration Rights Council's part, and the Senator called them on it.
It's an old Defense Lawyer's trick. When you have your client give their testimony through an interpreter, it naturally makes them appear more vulnerable and sympathetic. Very effective for making a persuasive argument. That's what they were going for, but they were too obvious. This works whether they're saying "not guilty", or in this case, "we need more money".

Sen Harris is an offensive vulgarian. Apparently it made the bully Harris feel good to embarass and scold the gentleman who spoke Spanish with an English interpreter. With his brusque tone, porcine presence and barely coherent syntax, Harris made it clear that the intent of the legislation discussed is intended only to marginalize, discriminate and divide the citizens of Texas. The intent of the bill is mean-spririted; to call it ‘public safety’ is both disingenuous and insulting.

Pretty much. And for those folks who, I know, are going to give others a hard time because they don't speak Spanish, if we lived in Spain or Mexico for over 20 years, you'd have a point. As it is, you do not.
