How about wood pellets? They are low dust and you can get a big bag for like $5 - for wood stoves. Otherwise check out a feed store and see if they have any cheap options. If you're getting a 40 pound bag for $5, that's a pretty good price.
Or to make your own from newspaper..

Seems like a lot of work, especially for 3 cats..lol. But it is cheap..
If you do switch litter types, make it a slow transition or they may refuse to use the box.

Wood stove pellets! They work great as cat litter and only cost about $5 for FORTY POUNDS! It's the exact same product as what's sold as Feline Pine for eight times the price. You can find them at grocery and home stores during cooler months and year round at farm/feed stores.
Why do you have three cats, though? What happens when one of these cats ends up sick or injured? Not sure why you added a third cat recently if money's such an issue?

Get cheaper cat litter at Dollar General. It comes in a blue bag and costs 3 bucks.

All cats know what God gave them is best. Some dirt and you can mix in a small portion of cat litter!
