    It was an attempt by Congress in March 1861 to prevent secession by Southern states by amending the Constitution so that the Federal government would not,in future,be able to amend the Constitution if such amendments were intended to interfere with state laws pertaining to "persons held to labor or service" - in other words,slavery.

    However,having already decided that what they really wanted was full independence,southern states that had already formed the Confederate States of America ignored the attempt at compromise,so the Corwin Amendment was never ratified.
