Any recommendations for a good atlas for preschool aged children?

Looking for a good starter atlas for my 3.5 year old. I'm leaning toward this one http://www.amazon.com/National-Geographic-Beginner... but there's only one review. Any recommendations?

    An atlas would involve concepts that such a youg child would be most unlikely to be able to fathom. Try a jigsaw map of the world or your country, so that when it comes to it, there will be some recognition and familiarity.

    it says ages 7-10 but my kids enjoyed it way before then. i'm sure they were playing with it with me even in preschool. how to read maps, keys, etc. ... but in the context of neverland, oz, and other storybook maps.
