Can I pass somone on the right on a single lane street?

Is it legal for me to pass someone on their right hand side on a single lane street if my side of the road is large enough for two lanes but only marks one and the driver I am passing is making an obvious left turn with signal and everything? I am asking this because that is precisely what I did and the other driver last minute swerved to the right causing a minor traffic accident. Whom do you feel would be at fault in this case since I was also observing the speed limit.

    No, you cannot pass on the right. It's your responsibility if you are behind another car in almost any situation because you must leave enough room to avoid an accident. Although is some case is does not seem right, it is your fault.
