Should plastic or rubber tipped bullets be used by police instead of regular bullets?

This way, the suspect is still stopped but is more likely to survive and innocent bystanders are less likely to be killed by a stray bullet.

    Most Countries use a 12 bore with 4 shot.  At range they do not kill. At close range they do mass damage. Short barrel. Even at long range they run off they need see a doctor to remove pellets & are caught.

    Can we market them to bang ganging drug dealers to save the lives of innocent citizens in their neighborhoods?

    Plastic and rubber bullets aren't 100% safe.

    They're also not as effective as real bullets.
