My boy cat and my girl dog always are licking on each other and snuggling... Does One not realise that one is the size of a stuffed animal and visa versa?

I believe the answer would be yes that they could form an emotional tie to one another. Just because they are of an unrelated species that does not dismiss that fact they can potential 'hook up' just to not feel lonely about not having a similar companion.

It's not likely, as they are very far from their common ancestor. However, they might just consider each other members of their colony/pack, and exhibit cleaning behaviors, to "bond" as friends. Just as the cat or dog bonds to you, they seem to have bonded to one another as well. Not in a reproductive way, but a "friendly" way.

Oh yeah it's possible, not possible though for them to have offspring though, but that would be pretty rad.
