Can a NFL drafted player decline being signed with that team?
If a College Football player is drafted to an NFL team, and they don't like the contract (like too little years or not enough money), can the player decline a contract with that team?

Any drafted player can decline to sign with the team that drafted him. He has to sit out an entire season and then he can go back into the draft the next year. (Or, he can play in the Canadian Football League.)
Years ago, Bo Jackson was drafted by Tampa in the first round and he didn't sign with them and played pro baseball instead.
When he re-entered the draft the next year, the Raiders took him in the 6th or 7th round and he signed with them

Yes, if they can't agree on a contract the team holds their exclusive rights until the next years draft and then that player can be drafted again but likely much later and will definately lose a whole bunch of money.
There have been a bunch of holdouts but I can't think of anyone that actually sat out and reentered the draft.

yea they can refuse to sign but they wont be able to play for a year and i think they re-enter the following draft

Yup. The thing is that they would not be able to play for that year, and would be eligible for next year's draft.

If his team does not match the offer, then it is based on the players salary. It varies by position the link above probably covers it.
