Can a C4 herniated disk only cause foot tingling and numbness?

Just had an MRI for my foot numbness and 'buzzing' feelings. I have a very small herniated disk at C4. Could this be causing the problem? My neurologist says I may need surgery.

    Foot numbness is usually l4 l5 when the herniation pushes on the sciatic nerve. Very common. C4 controls muscles and diaphragm. Please think...1, 000 times before going under the knife- if needed ok- sometims it is necessary but get 3 qualified opinions. Once you have neck surgery you are very rarely ever the same again.
