18 week old kitten pounces and bites?
I'll just be sitting there calmly, and you will see his ears go back when hes in "attack mode"...
Then he slowly gets closer then clings on to my arm (or other places) and continues doing it. Is this normal cat behavior? I yell no, but we think he is deaf because he is a white cat and does not respond to any noise... My questions:
-Is this normal?
-When will he grow out of it?
-How do I scold this behavior?

This is normal cat behavior. The cat just wants some play time, its bored. Babies love to play, and if they dont, then get rambunctious. After the cat is over a year old, it should grow out of it....for them most part.
Scolding this behavior will only make the cat look for something else or somebody else to play with.
Cats can play rough sometimes, but its part of their growing up.
As for not responding to sound....most cats dont, when in "play mode".
Heck, most cats dont respond to humans anyway....LOL.
You can always take the cat to the vet and have a hearing test. Or call the vet to see if there is a hearing test you can give at home.
I would suggest playing with the cat for at least one hour a day. Use cat toys if you need too.
Some people wear those leather garden gloves when playing with young cats like this, so they dont get scratched.
The cats not being mean or doing anything wrong, its just being a young cat.

He is playing. White cats can be deaf, but usually only is they have different eye colors.
But sneak up behind him, and snap your fingers. If his ears don't move, then he may very well be deaf.
If he is not deaf, then a hiss can be excellent training, as that is how his mother would have trained him.
If he is deaf, you have more of a challenge. You can open your mouth in a hissing manner and if he sees it, he may recognize what that gesture means. A very gentle bop on the nose can also work if he really is deaf. Or even a time out.

it is perfectly normal its just how kittins play you can scold it by speaking in a firm voice or just spraying it with a waterbottle mister but make sure you say no bad kittin so it connects thoes words with the mister but its not doing anything bad kittins just play like
