Put cayenne pepper everywhere!! It won't hurt the cats or the environment at all. It irritates their paws so they will stay away from it. Use lots if you have to, there is no harm.

I like the use of pine branches, that someone else suggested. That is a good idea and I would agree that cats probably would not like it; the drier the needles on the branches get the less likely the cats will walk on them. I would also guess you might be able to go to one of the sports supply stores and buy the scent packages of things such as Coyote or similar - but - not sure if that would work.
Try using a hose when you see them in your yard - squirt them. Sorry if it sounds inhumane, but cats don't really like water and if they think they will get squirted they may choose other places to eliminate. But, truly, cats usually bury their waste, so if you don't see the remnants of their "visits", you may be making more of this than necessary.
If there are a lot of cats and they are stray or feral, then get an animal rescue league to help with their control. Rescue leagues will often spay or neuter feral cats so they won't make more litters. If the cats are friendly and don't have homes, the leagues might help find homes for them. If they belong to neighbors, simply spray/squirt, or set your sprinklers on a timer to go off when the cats most often frequent your yard.

Don't use cayenne pepper. It's not toxic, but if the cat gets it in their eyes, they'll scratch their eyes out trying to stop the burn.
I had the same problem for years, but it resolved itself when the neighbors moved. I've tried all kinds of things, but nothing works.
Oh wait, there was one thing that did work. When the cat started pooping in my planters, I put Christmas tree branches in the planter. Cats HATE walking on pokey things. Worked like a charm and they last all year. Great way to recycle a tree.
