"to conduct outreach to representatives of the private sector, nongovernmental organizations, foundations, community-based organizations, and State, local, tribal, and territorial government and law enforcement entities with relevant expertise for local homeland security partnerships, and collaborate with other Federal Government bodies"

it allows the president to seek help from resources outside the federal government and to coordinate federal agencies with these outside organizations.

The question should be, What will he do with it, especially if re elected? Talk about a power grab in every form and fashion.
