is a chapter break a new chapter or a break within a chapter?

    You don't break into a new page, unless you're starting a new chapter. You can break between scenes (and probably will), but that's just three line breaks...or, if this is going online, then you want to use a line break, then *** or ### in the middle of the next line, and then another line break. The advantage to the funky symbols is that it lets you know it's a break between scenes, even if you do the line break, but it ends up on the next page (so readers won't notice it.)
