He's probably still frightened. Did you get him from a shelter? Do you know his background, perhaps it wasn't good. He might have been a stray for awhile and when cats have been running free, they can take a long time to adapt, depending on the cat. Are there other cats or animals in the house that may be causing him stress? I had several cats who snuck out and were gone for awhile before we found them and even though they were loving and cuddly before they ran away, they were unhappy and unfriendly for a week or two after coming back and it wasn't even a new home for them.
Eventually they settled in and relaxed again. It didn't help that the other cats attacked and rejected them when they first came back. The vet said all the outside smells made them scared of the runaways when they came back home. It took awhile and was quite upsetting until they readapted. In fact I felt quite guilty as if I was frightening them in some way, but it just took time. Try to be patient and hopefully it will all work out over time.
As far as treats go, some cats just don't like them and some are finicky about which ones they like, so maybe leave a variety about and see if he will eat one kind. I had one cat who had no interest until I offered chicken temptations treats and then she practically devoured my hand getting to them.

my suggestion is to watch a tv show called my cat from hell their is a guy on this show that is a cat expert that u may be able to get some helpful tips from just by watching the techniques he uses.just taking a guess here but ur cat may be just a very independant cat or maybe craving attention try getting him a cat toy with something you can swing in the air in front of him it might work if he is in a routine where u play with hm with the toy u can swing in front of him so he can swat at it.the show im talking about i think is on animal planet
