No, people claim to be able to using apps or programs, all those are, are phishing scams, that hack onto your account.
There is no way for people to see if you are looking at their account, or for you to see if people are looking at yours.
But, they could set their privacy settings to make sure no unwanted guests are stalking them.

No, that is a myth. The applications that claim to allow that are actually scams to steal your account. (I know because a buddy of mine had his stolen, twice)
