fly tipping how to report?

there is fly tipping going on right now behind my house. my next door neighbour has thrown around 300 black bags of rubbish and there is still more to come. i dont want to give my name do i phone the police?

Update:

if i phone the council how will they prove they have done it. they are doing it right this second and the police could catch them in the act

    Call your local council, get evidence of you neighbours illegal activity. Record him/her, take photos and take the times of your neighbours dumping. The council will take away the bags and will rummage through it and find bank statements With their names on it, they will then convict him and he will get a fine and possibly a jail sentence.

    go to the council web page, most have fly tipping hot lines or a way to report online.

    lets hope he's dumb enough to leave some identifier in the bags.

    i think you should call your local council and you can most likely do it anomalously or you can call in a phone box
