Don't know how old you are but in principle you don't have to tell your mom you masturbate. That is a private matter and none of her business unless you feel comfortable enough to talk to her about it. She might have been a little shocked you already reached that age, but it's part of life that little kids grow up and she will have to learn to live with that.

If she brings up the condom you always can tell her you are growing up and by it condoms are becoming part of your life. You could even ask her if she rather have it you know how to use them or start having sex without them with all the possible consequences that come with it. Chances are she will want you to use them.
