Does he likes me or we just close friends?
Well I have a guy friend and he likes to annoy me. He also likes to scare me. He doesn't really talk to my friends. He says that I am cool. Whenever he notices I act different he asks what's wrong. When I am absent he asks why and says it's no fun when you're not here. So what do you guys think?

Annoying and especially scaring you are not good signs. The scaring part especially... that's abusive. If you're brave enough, you could ask him why he does that, and ask if he realizes he's scaring you. I'm a little worried about you personally, in that you would take this kind of treatment from him in the first place. Is there abuse in your past / your parents / something like that? You don't have to answer that, but the fact that I ask may lead you to some answers on your own.
He may have some pretty serious issues himself if he does like you in a romantic sense *and* is treating you this way. Good luck to you both, sounds like you have some things to work out. And remember, there are plenty of fish in the sea, and lots of guys out there who would be mortified over the idea of scaring a love interest on purpose.
