Visa and MasterCard are the networks the cards are used on. They have nothing to do with the money that is spent using credit cards because they make their money charging the merchants a fee so that you can swipe your card on the credit card terminal.
They do not loan the money but the banks do. Banks are the ones that make lines of credit available.
Visa and MasterCard only provide the network to process the transactions.
