when your dog attacks you get your butt up and grab him by the scruff and a very firm no and i would even pin him for a while ... why on earth have you allowed this puppy to traumatize the poor border collie ... if you don't take charge of this puppy, it will be nothing but a nightmare for life ... you should enroll in obedience classes so YOU can learn how to train your dog ... because you have not done anything to help this situation but allow it to continue ...

Sounds like to need to get him into basic manners classes so you can train him to follow your command and how to act around other dogs. Look in the paper, ask other dog owners or ask at your local vet for referrals. Good luck!

Since you can't control him with your voice, you need to keep him on a leash. Like the other poster said, you need to get him into obedience classes. He needs training.
