The U.S.S R. now known as Russia and the United States. It was the cold war because it was not about heated battles of soldiers, but one of arms build up and space race where it was in competition to create more and more nuclear missiles and also who can get into space. Basically made Russia over spend and lose lasting from just right after WWII lets say 1947 - 1991.

"Cold war" was a term coined in the fifties indicating an alert status between two or more countries, but not involving actual shooting hostilities, such as between Russia and the US. Technically it may be still going on, but when the Soviet Union dissolved in the 1980s, many believed it was over because of the power shift.
